The Orca Mission: Enabling real-time AI control at affordable scale to accelerate positive, democratized transformation

Today’s AI controls are complex, slow, expensive, and often non-deterministic. Teams with the resources to mitigate these frictions pay a heavy opportunity cost and even still suffer with significant business and engineering constraints, and teams without the resources to mitigate them live with fundamental speed, accuracy, predictability, and cost limitations.

Our belief is that a fundamentally new model steering architecture is the only path to overcoming the many constraints which create massive barriers to impact for the vast majority of business and technical teams. Starting with predictive deep learning, we believe re-architecting for real time control & explainability, modern engineering process, simplification for non-experts, recursive online learning, and rapid adaptation can unlock transformation for businesses of every size. 

This unlock must be “real time” without the lag and expense of today’s steering. It must scale efficiently without excessive cost and latency penalty. It must enable reliable control for consistent positive outcomes without episodic trust erosion. It must be democratized without dependence on resource abundance or concentrated market power. Accepting this challenge, our mission is to enable real-time AI control at affordable scale to accelerate positive, democratized transformation.

Stephen Kemmerling

Founder & CTO

Stephen is passionate about building AI systems that are adaptable, transparent, and aligned with human needs.

Having spent many years working on infrastructure and applied ML/AI, including time at Facebook/Meta and multiple startups, Stephen has seen the incredible potential of advanced AI systems—but also the risks they pose to long-term safety, human-centricity, and economic accessibility. His work focuses on creating solutions that balance innovation with responsibility, ensuring AI remains a force for good.

By enabling deeper observability and more precise control over AI behavior, Stephen aims to make AI not only more effective but also easier to guide and trust.

Dave Frampton

CEO

At Orca, Dave pursues a passion to accelerate AI impact with system architecture, safety, and scal investments for the many rather than the few. 

Dave has led successful teams at every level of scale as a repeat entrepreneur/Founder, CEO, and GM spanning AI, CyberSecurity, data analytics, and application infrastructure.  He has participated in several technology transitions including AI with transformative potential, but he has also seen that full potential delayed and diminished due to deferred systems, safety, and scale prioritization in early product cycles.

His work focuses on building teams and products driven by integrated thinking across silo’d perspectives and inspired by long term customer success.
